Has many flaws begining with that not one of the leaders signed this document and most accepted it conditionally. The only leader who was committed to compromise and to reaching an consensual agreement on minimal issues of reform was the Serbian member of the BiH Presidency,Milorad Dodik.
Unfortunately, the Bosniak political parties and the opposition parties from the Republic of Srpska approached the negotiations as theatre, creating drama and tension in efforts to bring everything to a halt. The Bosniak bloc of parties did so by insisting on centralization as the central issue of future reform and by trying to weaken the rights and powers of entities and the Serbs and Croats. The opposition party leaders created drama by refusing to coordinate strategies with Mr. Dodik and the ruling political parties and by catagorizing every compromise as a national betrayal. The leading opposition party leader, Mr. Mirko Sarovic of the Serbian Democratic Party did not even attend the negotiations.
Nonetheless it was clear that the EU leaders viewed Mr. Dodik as the most important leader by mostly focusing their attention on him and spending the most time with him and his colleagues in negotiating an agreement which was mostly based on accommodating the objections and concerns of Mr. Dodik and his team of negotiators.
